Bringing freeze dried food into other countries?

I was wondering whether its alright to bring freeze-dried food into EU countries? I know that animal products are not allowed by regulations, but what kind of virus can I bring in through say, completely frozen beef stroganoff?

If you declare the food at customs they will tell you if it is allowed or not. I really do not understand why people need to bring food from one country to another.
